From the National Archive site: "Caption: 12:15 PM. Northeast corner old concrete wall, east end Haupt hurdle, and L.H.S. stone pile of 1919. Taken from watch room deck of tower. Weather overcast, wind NNE, tide flood, 1 hour before H.W. Stop. F.16-1/50 sec. exposure. Three persons in the views: Mr. Barber, prop. Sunset Hotel; Mr. Bugbee, taxi man, Barnegat; Capt. Dorry, 4th Supt. Mr. Yates, 3d Supt. and 2nd A.K. Applegate of L.S. standing by camera."
