Brother of Keepers Arthur A. Small and Judson B. Small.
The Narrows Lighthouse burned on June 7, 1929. Keeper Small was briefly separated from the service and then accepted a position as an additional keeper with quarters at Cape Ann. He resigned from that position, and then was reinstated as an assistant at Duxbury Pier in October 1929. He was transferred to a lifeboat station in 1941, after having joined the Coast Guard.
